Jeff is a seasoned emergency management leader with more than 15 years of experience guiding public agencies and communities through the full spectrum of disaster management including preparedness, planning, response, recovery and resilience-building. Through his agency leadership role, he helps clients navigate complex challenges with strategic insight, operational expertise and a deep commitment to public safety.
Jeff began his emergency management career with the California Governor’s Office of Emergency Services (Cal OES), where he served as Southern Region Deputy Regional Administrator and later as an instructor at the California Specialized Training Institute. In 2018, he was appointed Southern Regional Administrator for Cal OES, overseeing emergency operations across 11 Southern California counties and leading response and recovery efforts for multiple Presidential Major Disaster Declarations.
He later served as Director of the County of San Diego Office of Emergency Services, where he led all phases of emergency management for one of the nation’s most populous and diverse regions. Under his leadership, the County advanced its capabilities in disaster response and recovery, planning, public information and regional coordination.
Before entering the emergency management field, Toney worked in various public affairs, legislative and managerial capacities within the private sector and State government. He completed the Executive Leadership Program at the Center for Homeland Defense and Security at the Naval Postgraduate School and holds a BA in Political Science from the University of California, Los Angeles (UCLA).
